据国家发改委网站消息，餐饮等行业商户贷记卡、借记卡交易的发卡行服务费、网络服务费费率合计可分别降低53%—63%;百货等行业商户可降低23%—39%;超市等商户通过实行优惠措施将在改革过渡期内保持费率水平总体稳定;非营利性的医疗、教育、社会福利、养老、慈善机构将实行发卡行服务费、网络服务费全额减免。初步测算，各类商户每年合计可减少刷卡手续费支出约74亿元。
从业人士认为，“因此次餐饮等行业刷卡的手续费下调较多，酒店将省下不少的经营成本，成本减少后，才有了更多的营销成本，将愿意多推出更多促销手段，将以促销、折扣的方式让利于消费者。”
同时据记者了解，因为本次银行卡刷卡手续费定价机制政策性强，调整内容多、涉及方面广，所以调整后的政策自2016年9月6日起正式实施。
银行卡刷卡手续费主要是收单机构收取的收单服务费、发卡机构收取的发卡行服务费和银行卡清算机构收取的网络服务费。这次政策调整以推进市场化改革和降费减负为导向，涉及调整政府定价管理范围、方式，取消商户行业分类定价，实行借、贷记卡差别计费等多项内容，从总体上较大幅度降低了费率水平。

The hotel is situated in a really old shanty pocket of Shanghai, but conveniently close to Sichuan North Road commercial area (shopping) and the former art district (culture including Luxun Museum etc.) and lines 4 (SH railway station convenient) and 10(?); through the latter one may reach line 2 with ease. The hotel is suitably clean for a local establishment though many of the appliances and cupboards are functionally sub-par. I stayed 2 nights and the cleaning service never came even when I asked for it which was amazing as I think I was the only guest at the hotel that time. The front desk staff are constantly asleep or look annoyed when you ask them for things (ie. cleaning service or whatever). The TV had horrible static though the internet was pretty fast. Overall, this is a hotel with a lot of potential (old building with a lot of original structures), but suffers from bad housekeeping and unprofessional general management and staff training.
